Uranus is the seventh planet from the Sun. It is the first of the Ice Giants, and therefore cannot be manned by an outpost

The moons of Uranus are too far for even a fully upgraded Bullet Mk 1, requiring either the (inefficient) Bullet Mk 2, or else reusable landers. Note that even at maximum chemical efficiency, a Dragon Extended lander will need to refuel before returning to Earth. The Aerospike Shuttle can make the return trip without refuelling, but has limited cargo space. 

The moon with the lowest gravity (thus the cheapest refuelling point) is Cressida
